Many services delivered in Canadian municipalities are the result of inter-municipal contracts and service sharing. Not very much is known about this practice, however. In recent years, there has been a growing body of research about inter-local cooperation, but a major stumbling block has been access to inter-municipal contracts and agreements. This website was created to solve this problem.
On this site you will find approximately 650 inter-local agreements stored in our document warehouse. These agreements were collected between 2013 and 2017. All of the agreements from the following Census Metropolitan Areas are available for download: Calgary, Edmonton, Moncton, Ottawa, Regina, Saint John, Saskatoon, St. John’s, Thunder Bay, Toronto, Vancouver, and Winnipeg. Municipalities were contacted to request permission to post the agreements on this site. Eight municipalities declined to provide permission to have their agreements posted on this site: Crossfield (Alberta), Fort Saskatchewan (Alberta), Morinville (Alberta), Red Deer (Alberta), Surrey (British Columbia), Hampton (New Brunswick), Memramcook (New Brunswick), and Flatrock (Newfoundland). Two municipalities agreed to a partial release of their agreements: Coquitlam (BC) and West St. Paul (Manitoba). Please note that the agreements presented here are those that were signed in the 1995 to 2013 period, and thus do not reflect the current state of agreements in each municipality.
The website is always being updated and we are hoping to include more agreements in the near future. If you are a municipal administrator who would like to include your agreements, please contact us.
